The Government of the Azerbaijan Republic has received financing from the International Development Association (IDA) toward the cost of the Azerbaijan Rural Environment Project, and intends to apply part of the proceeds for consulting services.

The services include raising awareness of the rural communities residing in the project area on project objectives and components that will improve rural livelihoods and support shifting from traditional agricultural practices toward more efficient approaches. The project area will cover Guba, Gusar, Ismailli, Shemaha, Oguz and Gabala rayons (Shah Dag National Park), and Ordubad and Shahbuz rayons (Ordubad National Park).

The duration of the assignment is four months.

Consultants undertaking this assignment should propose a team of local specialists with the appropriate skills and at least five years of practical experience in working with rural communities (preferably in mountainous areas) and in natural resource management or rural development. Very good knowledge of Azerbaijani language and strong communication skills are required.

The Project Implementation Unit (PIU), established at the Ministry of Ecology and Natural Resources now invites eligible consultant firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
